Reinventing ND PMO – People at the Heart of Transformation

In 2023, EDF’s Nuclear Decommissioning PMO faced significant people and engagement challenges at a time when clarity and confidence were essential for the UK’s nuclear decommissioning mission.
In 2024, under new leadership, the PMO began a people-focused transformation designed to rebuild trust, create stability, and enhance capability. A co-created Team Charter established shared values and behaviours, while Lumina Spark profiling supported greater understanding across teams. The PMO was also restructured into Delivery and Strategy groups, bringing clearer roles and accountability, supported by integrated systems for governance and reporting.
At the heart of this transformation was a commitment to inclusion and psychological safety. Coaching and mentoring supported colleagues at all stages of their careers; reverse mentoring created space for new perspectives; and apprenticeships and professional accreditations opened pathways to a more diverse talent pipeline. The principle that “psychological safety is valued as highly as nuclear safety” is now embedded in everyday practice.
The outcome is a PMO that is recognised as inclusive, trusted, and sustainable. It has strengthened governance, built pride and engagement among colleagues, and gained recognition for the quality of its submissions to government and stakeholders.
Today, the ND PMO provides EDF with a repeatable model of people-led transformation: a function that demonstrates how investing in culture and wellbeing can create the foundations for long-term success in one of the UK’s most complex and scrutinised industries.
